Empowering Reintegration with VR: Corrections x SkillsVR

In Aotearoa New Zealand, justice-involved individuals (those serving custodial or community-based sentences) face significant barriers to employment. Traditional, classroom-based rehabilitation programmes often fail to engage learners with low literacy or negative prior experiences in education.

The Problem

Corrections staff and policymakers have long struggled to deliver training that is both effective and scalable in high-security environments. Limited access to technology, low motivation, and the lack of hands-on, culturally relevant learning have hindered efforts to build skills and confidence among people preparing to re-enter the workforce. Existing programmes were costly, time-consuming, and often failed to translate into employment outcomes.

The Solution

To address these barriers, the Ministry of Social Development (MSD), Ara Poutama Aotearoa (Department of Corrections), and SkillsVR, co-developed an innovative, secure Virtual Reality (VR) training programme.


Delivered through standalone, Wi-Fi-free headsets, the modules simulate realistic job environments - covering Site Safe certification, workplace safety, PPE, financial literacy, and conflict management, all adapted for prison contexts and designed to resonate with all kinds of learners. 

Each session lasts just 10–20 minutes, allowing participants to learn by doing, repeat until mastery, and immediately see their progress through digital employability badges and recognised industry credentials. Corrections staff were trained as VR Champions, guiding and mentoring learners through the programme.

The seven-month pilot produced measurable, high-impact outcomes:

Beyond the numbers, facilitators reported profound behavioural and emotional shifts-learners showing renewed confidence, pride, and motivation. As one staff member noted, “It’s not just the headset. It’s the relationship. Having someone next to you who believes you can do it changes everything.”

Findings and Discussion

The Proof-of-Value (PoV) evaluation confirmed that immersive VR can overcome systemic and psychological barriers in custodial learning. The collaboration between government and industry ensured cultural alignment, offline operability, and measurable institutional value - turning a pilot into a scalable national programme.


The success has since led to a wider rollout across New Zealand prisons, international replication discussions, and global recognition through the Crime Stoppers International Public-Private Partnership Award (2025).
